New Zealand’s National Waste Strategy and Legislative Evolution

We are a company that provides waste collection services in New Zealand. Our company is fully supportive of the New Zealand government’s waste management strategy. The updated Aotearoa New Zealand Waste Strategy, which was introduced on March 29, 2023, is a visionary approach towards waste management. The strategy aims to transform the country into a low-emissions, low-waste society within the next three decades. The strategy is based on the principles of a circular economy, which will help achieve our goal of reducing waste and promoting sustainability.

Strategy Overview: A 30-Year Roadmap

The waste strategy, known as ‘Te rautaki para,’ aims to strike a balance between the government’s ambitious goals and the current complexities of waste management. It’s a comprehensive plan that sets the stage for significant environmental improvements over the next three decades.

Vision for 2050

By 2050, the vision is to establish Aotearoa, New Zealand, as a low-emissions, low-waste society that is deeply connected to and responsible for our natural environment. The strategy is structured in phases:

By 2030: Enabling systems in place, with more circular activities and reduced waste.
By 2040: Circular management of materials becomes the norm, with minimal residual waste.
By 2050: A fully established low-emission, low-waste circular economy, contributing to global circular networks.

What Happens Next

The strategy sets out a broad direction, supported by a comprehensive work programme for reducing waste. The next step involves cooperation between the government, local authorities, and the waste management sector to create the initial waste action and investment plan. This plan will outline the immediate priorities, actions, and sequences required to achieve the strategy’s objectives.

Comprehensive Waste Legislation

To support these initiatives, new comprehensive waste legislation is being developed. This legislation will replace the current Waste Minimisation Act 2008 and the Litter Act 1979, providing the necessary tools to enable a transformative approach to waste management.

Public Consultation and Support

A public consultation conducted in 2021 garnered nearly 2,500 submissions, showing strong support for transforming waste management and moving towards a circular economy. This consultation emphasised the need for reducing waste generation and designing waste out of the system.
